Does it need a climate-controlled room?

No. It is IP20 and fan-cooled, so a dry, ventilated indoor space is enough; the range is 0-55 C charging and -20-55 C discharging.

How does it compare with the Loong outdoor cabinets?

Same 314Ah cell and 8,000-cycle class, but built for indoor plant rooms and self-integration. The trade is IP20 instead of IP54.

What is the largest bank I can build?

Ten units at 241.15kWh each, for 2,410kWh in a single parallel bank.
